№28 Secondary School was founded in November 1966.

      Since 1975, the transitional Red Flag has been repeatedly awarded based on the results of competitions and amateur performances.

      In 1980, the school took first place among all schools in the city in terms of equipment and use of technical teaching aids.

      During the years of NVK №28 he participated in the experimental program of the Australian Society for Education for the Development of Critical Thinking. Teachers Stakheeva OV and Tarovik OO were trained in this specialty, received certificates and taught technologies for the development of critical thinking not only teachers of NEC, but also the whole city.

      In 2006, Secondary School №28 received the status of an educational complex  "College-school" №28. Since 2006, specialized training has begun in two areas: philosophical, legal and economic. New disciplines are studied in depth: basics of law, philosophy, economics, basics of management. English began to be studied in depth from the 1st grade.

     In 2008, the pedagogical staff of NVK №28 held a pedagogical workshop on critical thinking at the International Conference.

     In 2010 by the Order of the Department of Education of the Donetsk region of the State Administration of the NEC  №28 is defined by the regional experimental platform on the problem "Formation of the quality management system of education".

    From 1966 to 2015, only 5 directors changed:

      - Since 1966 - Oblomey Ivan Ivanovich;

      - Since 1969 - Fridzon Jacob Abramovich;

      - Since 1975 - Sheiko Elena Grigoryevna;

      - Since 1989 - Zinovieva Tetyana Mykhailivna;

      - Since September 2014 - Sarakhman Olena Stepanovna.

    From the first days and all the long way the NVK is supported by the chiefs of the railway shop  and the mechanization shop of PJSC MMK named after Ilyich.
